Which construction and infrastructure companies do we work with?
Those who build and those who commission the work:
- general building contractors;
- road, utilities, drainage and network contractors;
- civil engineering and bridge contractors;
- finishing trades and building services: electrical, mechanical, joinery, waterproofing;
- specialist subcontractors: earthworks, formwork, steel fixing, lifting;
- clients, project managers and design offices that monitor contractors’ quality and safety.
The situations repeat across the region: a road contractor near Fès bidding for several public clients, a civil engineering subcontractor called into an operating plant near Tangier under a permit-to-work regime, a Casablanca general contractor asked for an ISO 45001 certificate by an international joint venture. Contractors on European-funded projects elsewhere in Africa may also be asked for SPS coordination.
Which ISO standard answers which requirement?
ISO 9001 for quality of execution, ISO 45001 for occupational health and safety, ISO 14001 for the environment, and all three in one integrated system when clients ask for them together. Versions to target as of 4 November 2026:
Standard | Version to target | What it proves on site | Construction focus | Our page |
|---|---|---|---|---|
ISO 9001 | ISO 9001:2026, published 16 September 2026; transition until 30 September 2029 | Control of planning, purchasing, inspections and handover | Hold points and inspections recorded, snags closed, subcontractors evaluated | |
ISO 45001 | ISO 45001:2018; revision expected in 2027 | Risk assessment, worker participation, legal compliance | Co-activity, work at height, plant and lifting, subcontractors included | |
ISO 14001 | ISO 14001:2026, published April 2026; transition until 30 April 2029 | Environmental aspects, compliance, emergencies | Waste, dust, noise, site water, spills | |
Integrated QHSE system | The three standards above | One system, one audit programme, one combined audit | One site QHSE file instead of three |
The integration method and the rules for combined audits are on our integrated QHSE management system page; the overview of all standards is on QHSE and ISO systems.
How does an ISO system cover temporary sites?
By separating what head office decides once from what each site adapts. The Global ACI document on occupational health and safety certification is explicit: temporary sites fall under the system of the organisation that controls them, wherever they are, and are audited by sampling. The application for certification describes the main hazards and the staff who work away from the premises. For construction, the document lists the hazards an auditor expects to see addressed: excavation, work at height, mobile plant, tower cranes, temporary works, manual handling, noise, vibration, dust, overhead power lines and fire.

Site safety plans, prevention plans, SPS coordination: what applies in Morocco?
Three different tools, and not all of them are legal obligations. The table separates what the Moroccan texts we have read require, the European reference and good practice.
Tool | When | Verified basis | Who owns it |
|---|---|---|---|
Site safety plan | Public works contract | CCAG-T, Articles 33 and 34: hygiene and safety measures, ID badges, list of workers, drawings and calculations for scaffolding and formwork; Labour Code, Articles 281 and 285 | The main contractor |
Coordination between contractors | Several contractors on one public works site | CCAG-T, Article 32: the special conditions designate one of them; general programme; specific price item | The designated contractor, with the client |
SPS coordination | Projects financed or managed by European players | Directive 92/57/EEC, EU reference | The coordinators appointed for the project |
Prevention plan | Outside contractor working in an operating plant | Good practice or contract clause | The industrial client and the contractor |
Outside public contracts, we have not found in these texts any general obligation to draw up a prevention plan or appoint SPS coordination: these tools then depend on the contract between the client, the principal and the contractors.
Before any plan come the notifications, according to the consolidated Labour Code published on the Adala portal: opening a site is declared to the labour inspectorate (Labour Code, Article 135); the employer keeps a list of temporary sites and informs the inspector in writing of any site with at least ten employees lasting more than six days (Article 538); a register of formal notices is kept on every site (Article 536).
On public contracts, a stoppage ordered by the client because safety measures are inadequate stays within the contract period, with possible delay penalties (CCAG-T approved by Decree No. 2-14-394, Article 33). Check in the special conditions (CPS) of each contract which general administrative conditions apply. These tools are taught in our construction site management training domain.
How do you control subcontracting on site?
Select before, check at the gate, follow through to payment. The subcontract is in writing (Labour Code, Article 86) and the subcontractor, as an employer, complies with the Labour Code and the rules on occupational accidents (Article 87). The CCAG-T requires an ID badge and an up-to-date list of everyone employed on site, subcontractors included (Article 33). On public contracts, the main contractor proves it has paid its subcontractors (Decree No. 2-22-431, Article 151). On the standards side, ISO 45001:2018 requires the risk assessment to cover everyone on site: a subcontractor missing from yours is an audit finding.

Contractor qualification and public tenders: where does the QHSE system help?
Qualification and classification open the door to Moroccan public works; the QHSE system makes the file solid. According to the Moroccan Treasury (TGR) presentation, the system was established by Decree No. 2-94-223 of 16 June 1994 and works in two stages:
- qualification recognises a company’s ability to carry out a given type of work, based on its references and evidence of its staff and equipment;
- classification then ranks the company against criteria set by ministerial orders: minimum supervisory staff, annual turnover in the sector and, for some sectors, share capital.
The same presentation, which predates Decree No. 2-22-431, describes a certificate valid for three years, a provisional certificate for newly created companies, and a certificate that replaced the technical file under the procurement decree then in force. The table annexed to Decree No. 2-94-223 was repealed and replaced by the table of Order No. 2477-22 of 16 September 2022, published in French in Official Bulletin No. 7158 of 5 January 2023, taking effect three months after publication. Before preparing a file, check the current criteria, the certificate’s validity and its role in the technical file in the texts in force.
The documents requested are those of a well-run system: diplomas and CNSS payroll slips for supervisory staff, an equipment list with purchase dates and values, technical references, payment certificates signed by clients. According to the presentation of its innovations published by the Treasury (Trésorerie générale du Royaume), Decree No. 2-22-431 adds national preference (Article 147), contracts reserved for very small and medium-sized enterprises (Article 148), local labour (Article 149), the workload plan in the technical file, and energy efficiency, water resources and sustainable development among award criteria.
How do you manage site environment with ISO 14001:2026?
As a series of concrete aspects, phase by phase: earthworks, structure, finishes, demobilisation. The CCAG-T devotes Articles 30 and 31 to the environment and site waste, and Law No. 28-00 governs waste management. On site, that means defined storage and washing areas, sorted waste tracked by consignment note, hazardous products on retention, and a spill procedure. The environmental award criteria of Decree No. 2-22-431 are defended with exactly this evidence.
Where should you start?
With a diagnostic at head office and on live sites.
Training is spread over three domains: construction site management for site managers, occupational health and safety for work at height, first aid and risk assessment, and plant, lifting and handling for operators and slingers. For Moroccan employers, training may qualify for OFPPT special training contracts under OFPPT rules, with no promised amount: see CSF and OFPPT funding.
